painted our partical board dressers and put a top coat on, they streaked the paint, how should we redo them?

ok so we painted our exsisting dressers black, (without sanding or putting any primer on first) then put a clear topcoat over them but it streaked the back and on some parts you can see the wood show through. should we sand them down and start over or primer over the top coat and go fromm there?

oh crap. yeah, you will have to strip everything off and start over. this time use a deep base bonding primer first. then 2 coats of good quality enamel.
