start here. There are so many ways you could go with this it's unreall.
I am a remodeling carpenter for a living. I have seen many small rooms that work and a few that don't.
Make sure the "bones" get done right and with long term use in mind. Don't skimp on flooring for example. If you are going to do the work yourself and have not done it before, bon't be afraid, but try to get help from a person who has experiance if possible.
Look into bamboo for flooring, it is a sustainable resource and has great abraisian resistance.
don't worry too much about paint, it is the easiest and least expensive part of the room to change!
keep in mind how your room will fit with the overall look of the home if that's an issue. Keep in mind the "flow".
A loft bed with desk underneath is a great space saver. Some units have shelves and storage built in.
Try to put things in the room that have multiple uses.
shelving that is about a foot under the ceiling level and wraps all the way around the room is great for storage off the ground and for adding a nice effect.
good luck, there is a lot out there and only your creativity will limit you (or your check book)
